Call for independent evaluator - Morocco ABA ROLI is a non-profit pro­gram that implements legal reform programs in some 60 countries around the world. ABA ROLI has nearly 700 professional staff work­ing abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organi­zations, including human rights groups. Job Summary The American Bar Association Rule of Law (ABA ROLI) Initiative seeks a program evaluator for its Morocco Activating Constitutional Rights Through Citizen Participation program. ABA ROLI is working with local partners to Moroccan civil society organizations to support gender parity and citizen’s initiatives. These rights are found in the 2011 Moroccan Constitution, specifically Article 14, which enables citizens to propose legislative initiatives, and Article 19, which enshrines gender parity. The program has focused on three objectives: developing constitutional legislation that enhances the rights of Morocco’s citizens; strengthening the ability of CSOs to spearhead advocacy efforts on key public policy issues; and increased involvement by Moroccan citizens and CSOs in shaping key public policy issues. Purpose and approach: The purpose of this evaluation is to assess the relevance, effectiveness, efficiency and sustainability of the program. In addition, approaches and areas for follow-on programming should be identified and focus on broader scope of activities should be drawn out based on the study and available information. The overarching methodological framework will consist of mixed methods – including desk review of reports, review of available quantitative data, and collection of qualitative data through interviews with key stakeholders and course participants. Specific methodology will be finalized with the evaluation team. Duration of assignment: This will be a short-term assignment, approximately 30 days, with approximately 3 weeks in Morocco. Start date on or about January 26, 2015 (dates are slightly flexible). Deliverables: An initial draft of the report should be delivered within five calendar days upon concluding the field visit to Morocco. An oral debrief on the findings to ABA ROLI staff may also be required upon completion of the field visit; as well as a debrief to ABA ROLI staff upon completion of the field visit. Desired qualifications: The consultant should have the following qualifications: Advanced degree in sociology, statistics, education, law and/or equivalent in relevant professional experience Fluency in English and French is required; At least 10 years of relevant professional experience in economic and/or social research methods, statistics, monitoring, and evaluation in a development context; Experience in civil society capacity building and advocacy evaluation; Evaluation Criteria: Proposals will be judged based on the following: Experience and academic background of the evaluator Cost and quality of the evaluation proposal Evaluator’s match with the above-mentioned qualifications ABA reserves the right to reject all offers, to waive technicalities, and to pursue procurement in a manner that is in the best interests of the organization. Contract Type: The contract will be a fixed cost contract. Travel, lodging and per diem will be paid directly by the ABA and will not be included in the cost of the contract.
