Call for papers, ISA 2015 Negotiating Peacebuilding intentions: Organizational autonomy at the local level. Peacebuilding as an empirical field has been explored and studied from many different angles. All the same, very few have followed up on this by studying organizational autonomy at the local level. The consequence is that a focus on the local level has largely been absent from the scholarly tradition on peacebuilding, and thus the contextualizing bureaucratic peacebuilding phenomena have been left out. In this panel, we seek to extend the understanding of peacebuilding by trying to grasp interfaces in organizational processes pertaining to peacebuilding. This involves tracing intentions (inherent in mandate and resolutions) rather than focusing on mandates and resolutions per se. How peacebuilding intentions are performed and articulated in practice by peacebuilding actors at local levels will thus be emphasized. The panel seeks to explore peacebuilding aspects related to local level political processes and local level statebuilding. More specifically the panel will emphasize how global peacebuilding intentions and ambitions are being negotiated, interpreted and contextualized on the ground or at the interface between international and local actors. How much impact can externals really have, and what are the challenges meeting international actors engaging in peacebuilding on the local level. With broad, overarching and mixed Security Council mandates and resolutions, local level peacebuilding forms a locus where many of the dilemmas and challenges pertaining to peace- and statebuilding occur and are amplified.
