Call for proposals EPWP NSS YouthBuild Programme The National Youth Development Agency, in cooperation with the Department of Public Works, Expanded Public Works Programme: Non State Sector (EPWP NSS) invites Non Profit Organisations (NPO`s) with youth development as their main focus to submit proposals for funding. In responding to the call for proposals, the proposal should refer to “REQUEST FOR PROPOSALS: FUNDING FOR YOUTHBUILD PROGRAMME, NYDA/NYS/EPWP-NSS”. 1. PURPOSE The purpose is to appoint youth development NPO`s to implement successful volunteer programmes involving young people, using the YouthBuild model. 2. BACKGROUND The National Youth Development Agency (NYDA) seeks to create an enabling environment and create a platform for the youth of South Africans to participate in the mainstream of the economy of the country by initiating, facilitating, implementing, coordinating and monitoring youth development interventions aimed at reducing youth unemployment and promoting social cohesion. The NYDA is partnering with the Department of Public Works (DPW), EPWP NSS, in order to support NPO`s to implement youth volunteer programmes. The EPWP Non-State Sector (NSS) Programme was introduced in 2009 as a new component of EPWP. It is one of government’s array of programmes aimed at alleviating poverty and providing income relief through temporary work for the unemployed to carry out social infrastructure projects under the banner of the DPW. The EPWP phase one was launched in February 2004 to promote economic growth and create sustainable development. 3. THE YOUTHBUILD MODEL The NYDA is currently implementing the YouthBuild Programme, which is a comprehensive model that seeks to integrate education, service, support services, leadership development, technical training and personal transformation in a single project. This holistic youth development programme ensures that young people develop effective habits and values that helps them succeed both in the classroom and in the workplace. The YouthBuild programme model can be applied across all sectors, as long as it incorporates the following five components: · Service: focuses on Community Service & Leadership Opportunities within and outside the programme. · Support Service: can include Team and Culture Building, one on one support and counseling; group counselling and referrals · Basic Education: includes fundamental subjects like Math, English and Life skills · Technical Training: focuses on training on the thematic topic the NPO is focusing on, e.g. HIV/AIDS · Aftercare: give further support to all young people after completing the programme. Most of the economic opportunities are outside of the project of YouthBuild. The NPO, together with NYDA and EPWP, should support the young people to identify and pursue their career interests. NPO`s responding to this Call for Proposals should ensure that their proposals are aligned to this YouthBuild model. 4. AIM OF THE PROGRAMME The aim of this EPWP NSS YouthBuild Programme is to create opportunities for 1000 young people to volunteer in their community. 5. REQUIREMENTS The NPO must engage at least 100 young volunteers on a full time basis from October 2013-March 2014 in at least one the following provinces: Gauteng, Northern Cape, Kwazulu Natal, North West and Free State. In order to be eligible to participate, NPOs should meet the following requirements: · Be registered as an NPO (NGO, CBO or FBO) with the Department of Social Development or be a Section 21. · Have been in operation for +3 years. · Produce a tax exemption certificate. · Demonstrate experience in Youth Development. · Should not be participating in the Community Works Programme or any other EPWP programme. · Provide technical training to volunteers, related to the work the volunteers will be doing, at their own cost. · Be capable to engage at least 100 young (aged between 18 and 35) South African volunteers in at least one the following provinces: Gauteng, Northern Cape, Kwazulu Natal, North West and Free State. · Be able to bring together 50 volunteers at one venue for 5 day orientation training and 10 day life skills training, to be facilitated by NYDA. · Submit proposal that includes proof of the NPO`s good financial, administrative and reporting systems. NPO`s should have sufficient administrative capacity as all volunteers need to be registered for tax, Unemployment Insurance Fund (UIF) and Compensation for Occupational Injuries and Diseases Act (COIDA). Monthly reports need to be submitted timeously. · Submit proposal that includes proof of capacity for scaling up programmes that will generate increased volunteering.
