Can anyone trust WSDOT? Lynn Peterson says the project is 70% done. Really? First, a look at the dollars. The state has spent $959 million toward its $1.44 billion contract with Seattle Tunnel Partners (STP), for work completed as of Sept. 30. Those figures appear on a spreadsheet of monthly progress payments that the state released through a public-records request. That’s close to 67 percent. So far, so good. However, it would be foolish to assume STP’s major partners — Tutor-Perini of California and Dragados of Spain — will ultimately receive only $1.44 billion. As of spring, they had filed claims worth an additional $190 million, nearly all denied by the Washington State Department of Transportation (WSDOT).
