Can omissive influence be considered control? Can long-term omissive influence be considered tyranny? For example, if it is control for frost dragons to terrorize dozens of towns across the country on a consistent basis, but not control to refrain from killing every baby frost dragon born in that land? If its control to institute a maximum wage, is it control to not institute a maximum wage, considering the massive repercussions? In other words, is not exerting control just as controlling as exerting control?
