So its no necessarily staged per se, but there could be the use of patsies, i.e. government stooges who think they are doing a drill or who are financed to carry out evil acts that may actually align with their destructive agenda, who are pushed, manipulated, coerced, tricked, paid, blackmailed or financed to carry out such act.
