Capacity Building on Land and Natural Resources for Sub-National Authority By: Khiev Chan The EU-Oxfam’s Strengthening Partnership towards Participatory and Accountable governance of Land and Natural Resources project produced two separate regional training on access to justice of governance of land and natural resource for sub-national authorities. Last August, Mr. Ung Vuthy, head of inter-sector office, chaired the three-day training in Preah Vihear, while her Excellency Kong Sitha, deputy provincial governor, chaired the training in Stung Treng. There were 53 participants- including 9 women- in the Preah Vihear training and 27 of them were sub-national and technical authorities; in the Stung Treng training 39 out of the 46 participants were authorities. This was a significant event for sub-national authorities and technical officers to gain more knowledge on related policies, legislations and access to justice for land rights and natural resources. It was also an opportunity for local NGOs and CBOs to discuss with sub-national authorities about working together on the governance of land and natural resources. Oxfam continues to cooperate with Legal Aid of Cambodia to enhance the knowledge and the skills of Government officials at the sub-national Administration in the four target provinces, Kampong Thom, Preah Vihear, Kratie and Stung Treng. The selected government officials and partners will conduct training on the access to justice program to commune councils, CBOs, representatives of IP, and local citizens.
