Cape law enforcement allegedly lost the key to their rubber duck, which may have led to the drowning of an 18-year-old man in Strand last Friday. The rubber duck was launched only 40 minutes later as the keys were at an officials home. The officials apparently also left their two-way radio on the beach. This further hindered the rescue mission, as the boat repeatedly passed by the victim. Two surfers found his body in the water the next morning.
