Tom Coburn as the Muskogee Republican begins his “farewell tour” of the state. Coburn told McGuigan that U.S. Senate majority leader is thwarting dozens of good ideas to reduce or limit federal spending, and has allowed only a dozen amendment votes over this past session. McGuigan told News9s Justin Dougherty that Coburns mood was “really good, very focused. I would not call it wistful, but forward looking.” Health permitting, Coburn plans to travel the state and nation, advocating for constitutional reforms. Turning to public policy debates, the CapitolBeatOK editor talked about the respect he holds for both of the states major policy research groups. The Oklahoma Council of Public Affairs, OCPA, is the conservative or free market think tank which has had a dramatic cumulative impact as a policy conscience for the Legislature and statewide elected officials. Their key accomplishment of the last two years has been helping to push against any possible expansion of Medicaid in “ObamaCare.” Last week, OCPAs policy vice president, Jonathan Small, was named national private citizen member of the year for the American Legislative Exchange Council. McGuigan also described as effective the David Blatt and his research team at the progressive or liberal Oklahoma Policy Institute. Their analysis, he said, has played a key role in slowing legislative moves moves toward income tax cuts.
