Capiz, Guimaras win regional Kalasag ward December 03, 2014 By: Angelica L. Tapalla THE province of Capiz and Guimaras bagged the Best Provincial Disaster Risk Reduction and Management Council Award during the 2014 Gawad KALASAG Regional Awarding Ceremony held at RDC Hall, NEDA Building, Fort San Pedro, Iloilo City, Tuesday. The province of Capiz came in 1st place for the Best Provincial Disaster Risk Reduction and Management Council while Guimaras, Iloilo ranked 2nd place. The RDRRMC and the Office of Civil Defense (OCD 6) which annually conducts the Gawad Kalasag (KAlamidad at Sakuna LAbanan, SAriling Galing ang Kaligtasan), aims to recognize the outstanding performance of LDCCs, private/volunteer organizations, local, national and international NGOs, donor agencies and communities as major stakeholders in the implementation of significant DRM projects and activities. NDRRMC Executive Director Alexander Pama said the Gawad Kalasag is a way to recognize individuals, groups or institutions that have shown extraordinary courage, heroism, self-sacrifice, and bravery in times of natural and human-made emergencies and disasters. On the other hand, other regional winners are the provinces of Iloilo, Antique and Aklan which ranked first and second places, respectively. Other awardees are Bago City (1st place for Best City Disaster Risk Reduction and Management Council); Sibalom, Antique (1st place Best Municipality Disaster Risk Reduction and Management Council) Kalibo, Aklan (2nd place Disaster Risk Reduction and Management Council); Brgy. Poblacion, Bago City, Negros Occidental (1st place Best Barangay Disaster Risk Reduction and Management Council-Urban Barangay Category); Brgy. Pis-anan, Sibalom, Antique (1st place Best Barangay Disaster Risk Reduction and Management Council-Rural Barangay Category); Brgy. Sipitan, Badiang, Guimbal, Iloilo (2nd place Best Barangay Disaster Risk Reduction and Management Council-Rural Barangay Category); Seals (Rescue) Aklan Inc. ( 1st place Best Private Volunteer Organization). The Capiz Emergency Responder was named 1st place in Best Government Emergency Response Management while the Special Operating Unit, Kalibo ranked 2nd place. Villafont Elem. School, Sibalom, Antique won the 1st place in Best School for Public-Urban Category while Sipitan Day Care Center, Guimbal, Iloilo top on 1st place for Best Early Learning Center (ELC).
