Carlos Bringuier needs to be confronted for his actions on Aug. 9, 1963. He and two others were in on the plan to encounter Lee as he distributed HANDS OFF CUBA flyers on Canal St. very near INCAS HEADQUARTERS. They were stamped 544 Camp St where both Banisters office and Lt. Francis Martello of the New Orleans Police stated that he believed the scuffle where Lee was hit by Bringuier and Lees flyers were thrown to the ground was a set-up. He was right. It was set up in advance, but evidence to provide a good reason for extra anger on Carlos part was necessary. Not just Carlos word, but physical evidence. That was provided via Lees Marine Manual [Guidebook for Marines]. Earlier in the week, Lee got the Manuel into Carlos possession to prove he had been in contact with Carlos. It was indisputable. However, Carlos never gave the manual back, which upset Lee. He had kept that Manual and had risked a lot, because he was supposed to have been a defector. Of course, a real defector would likely have discarded the Manual. But Lee kept it in a safe place in the US, I think with his brother, until he returned, and then got it back. Nobody, of course, who was a real defector, would have asked for it back, either. But Lee did get it back--and had given it to Carlos only temporarily, to provide evidence that he had been at Carlos clothing store (where Carlos also kept his anti-Castro signs whenever they held demonstrations). The FBI should have kept the manual, but Carlos got to keep it.
