Carlucci Testifies At Corruption Trial – Jay Savino on ‘Verge of Tears’. State Senator David Carlucci testified in the federal corruption trial of former colleague Malcolm Smith on Wednesday, detailing how Smith encouraged him to meet with a real estate investor who is now cooperating with the F.B.I. Carlucci, a member of the Independent Democratic Conference representing Rockland County, was the first of a series of public figures expected to take the stand. The defense is trying to show entrapment with those who took bribes outside the steakhouse in Manhattan where John Gotti eliminated mob boss Paul Castellano. One of the defendants claims he was drunk at the time he took the cash-stuffed envelopes. The ex-Clarkstown Tax Cert Attorney, Jay Savino, was on the verge of tears as he testified. When Savino was hired by the Clarkstown Town Board at the request of ex-Republican Chairman, Vinnie Reda, and ex-Clarkstown Highway Department Confidential Secretary, County Legislator Frank Sparaco, he came to the Town, according to Democrat Councilwoman Hausner, baggage-laden.
