Celebrating International Seed Day, 26th April Call for Seed Sovereignty: Protect Farmers’ Rights Bharat Beej Swaraj Manch (India Seed Sovereignty Alliance) – a nationwide network for conserving and regenerating seed diversity and seed self-reliance – celebrates the International Seed Day on 26th April. Newly formed, with about 100 present members from 17 states, including many outstanding seed-savers and farmer-breeders of thousands of crop varieties, it urges the great need to embrace, adopt, conserve, promote and exchange traditional seeds. Such seeds, evolved over millennia, offer immense possibilities to adapt to climate change without compromising farmers’ rights and seed sovereignty. Seed is integral to agricultural progress and the survival and well-being of humanity. Our huge and amazing heritage of seed diversity, adapted to diverse conditions and needs, has the boundless potential to sustain farming and allied rural communities in independence, health and dignity for generations to come! Founded on unique region-specific landraces bred by farmers, these seeds can meet local nutritional needs and adapt to changing climatic conditions. As an indication of India’s enormous agro-diversity, the National Gene Bank of the National Bureau of Plant Genetic Resources (NBPGR) boasts that its base collections total 4,02,894 accessions of 1,586 crop species! These include 1,59,569 cereals, 57,523 millets, 58,756 pulses/grain legumes, 58,477 oilseeds, 25,330 vegetables, 6,872 medicinaland aromatic plants, and 3,847 spices and condiments. Many of these varieties have disappeared from farmers’ fields under the onslaught of the so-called ‘Green Revolution’. Such seeds are a vital resource that must be reclaimed to safeguard farm livelihoods and the people they feed, especially in a scenario of rapidly depleting and increasingly expensive fossil fuels and chemical inputs, together with soil degradation, climate change, water scarcity and erratic weather conditions. Unless farmers can adopt bio-diverse ecological agriculture with their own locally adapted seeds, severe food scarcity looms ahead. India also needs to protect its immense biodiversity of uncultivated/forest foods. Two emerging great threats to bio-diverse ecological agriculture are the granting of private/commercial Intellectual Property Rights (IPRs) over our heritage seed/plant varieties; and the release or field trials of Genetically Modified (GM) crops that can widely contaminate our traditional varieties. The attached ‘India Seed Sovereignty Declaration’ of the national seed savers’ alliance calls for the wide support of all! We earnestly request media friends and opinion makers to widely publicize and encourage this urgently needed initiative. - Bharat Beej Swaraj Manch (India Seed Sovereignty Alliance) 26 एप्रिल, आंतरराष्ट्रीय बीज दिन बीज स्वातंत्र्याची मागणी : शेतकर्यांचे हक्क जपूया भारत बीज स्वराज मंच (इंडिया सीड सोव्हेरिनटी अलायंस) या नव्याने संघटित झालेल्या राष्ट्रीय पातळीवरच्या गटाने 26 एप्रिल हा आंतरराष्ट्रीय बीज दिन आज येथे साजरा केला. 17 राज्यातील 100 हून अधिक सभासद असलेली ही युती बीज-वैविध्य संरक्षण आणि संवर्धन तसेच बीज स्वावलंबन या हेतूने कार्यरत आहे. या सभासदांमध्ये अनेक उल्लेखनीय बीज-संरक्षक आणि हजारो वाणांचे वनस्पतीप्रजनक (plant breeder – प्लांट ब्रीडर) समाविष्ट आहेत. पारंपरिक बियाणे आपलेसे करण्याची, अंगीकारण्याची, त्याचे संवर्धन करण्याची, त्याला प्रचलित करण्याची आणि त्याचे आदान-प्रदान वाढवण्याची खूप आवश्यकता आहे असे या सर्वांचे प्रतिपादन आहे. जागतिक तापमान वाढीमुळे होणार्याआ दीर्घकालीन हवामान बदलांना सामोरे जाण्यासाठी ही अशी हजारो वर्षांपासून उत्क्रांत होत आलेली बियाणीच मदत करू शकतील, तेही शेतकर्यांीचे हक्क आणि बीज स्वातंत्र्य अबाधित राखून! मानव जातीचा निभाव लागण्यासाठी आवश्यक असलेल्या शेतकी प्रक्रियांचा बीज हा अविभाज्य भाग आहे. शेतकी आणि इतर ग्रामीण समाजाला भविष्यातही सुखासमाधानाने स्वतंत्र आणि निरोगी आयुष्य जगू देण्याची क्षमता आपल्याकडील विविध हवामानाला साजेश्या पारंपरिक प्रचंड बीजवैविध्यामध्ये आहे. भौगोलिक भागांनुरूप शेतकर्यांेनी केलेली वैशिष्ट्यपूर्ण वाणांची निपज स्थानिकांच्या पोषण गरजा भागवण्यासाठी आणि बदलत्या हवामानाशी जुळवून घेण्यासाठी समर्थ आहेत. राष्ट्रीय पादप आनुवंशिक संसाधन ब्युरो (National Bureau of Plant Genetic Resources - NBPGR) ची राष्ट्रीय जनुक बॅंक मोठ्या अभिमानाने सांगते की त्यांच्याकडे 1,586 पिक-जातींच्या एकूण मिळून 4,02,894 प्रवेशिका आहेत. त्यातील 1,59,569 तृणधान्ये, 57,523 कनिष्ठ तृणधान्ये, 58,756 कडधान्ये, 58,477 तेलबिया, 25,330 भाज्या, 6,872 औषधी व सुगंधी वनस्पती, आणि 3,847 मसाले आहेत. तथाकथित ‘हरित क्रांती’च्या हल्ल्यामुळे यातली अनेक वाणे शेतकर्यांषच्या शेतांवरून दिसेनाशी झाली आहेत. वेगाने संपत चाललेले आणि म्हणून महाग होत चाललेले खनिज इंधन आणि इतर रसायने , दीर्घकालीन हवामान बदल, मातीचे होत असलेले अधःपतन, पाण्याचे दुर्भिक्ष असे एक ना अनेक प्रश्न तोंड आवासून उभे असताना शेतीसारखी पोट भरणारी उपजीविका शाबूत ठेवण्यासाठी बियाणी हे महत्त्वाचे संसाधन जपणे क्रमप्राप्त आहे. जोवर शेतकरी त्यांच्या भागाला साजेसी स्वतःची बियाणी वापरून जैवविविध, पर्यावरणपूरक/ नैसर्गिक शेती करू शकत नाहीत, तोवर अन्नाचे दुर्भिक्ष निश्चितच आपली पाठ सोडणार नाही. भारताने आपला रानमेवा (वन-खाद्य-उपज संपत्ती) सुद्धा सांभाळून वापरण्याची आणि त्यांचे जतन करण्याची गरज आहे. जैवविविध, पर्यावरणपूरक/नैसर्गिक शेतीला दोन नव्याने सामोर्या येणार्याव आव्हानांना तोंड द्यावे लागणार आहे- एक म्हणजे आमच्या पारंपरिक बियाणी आणि वाणे यांचे बौद्धिक मालमत्ता अधिकार (Intellectual Property Rights -IPRs) खाजगी किंवा व्यावसायिक गटांना दिले जाणे आणि जनुक परिवर्तित पिकांच्या क्षेत्रीय चाचण्या घेणे ज्यांच्यामुळे आपली पारंपरिक वाणे दूषित होण्याची खूप शक्यता आहे. सोबत जोडलेल्या ‘राष्ट्रीय बीज संरक्षक गटा’च्या ‘भारत बीज स्वातंत्र्य/ सार्वभौमत्व जाहीरनाम्या’तून मदतीचे आवाहन सगळ्यांना करण्यात येत आहे. प्रसारमाध्यमांना आणि मतप्रणेत्यांना आमची कळकळीची विनंती आहे की या तातडीने पाऊल उचलण्याची गरज असलेल्या विषयाला व्यवस्थित प्रसिद्धी द्यावी. - भारत बीज स्वराज मंच (इंडिया सीड सोव्हेरिनटी अलायंस - India Seed Sovereignty Alliance)
