Chanboy Luithui, Hamleikhong Ukl public curfew vis-a-vis the DC and Govt: When a country or a State is infested with lawlessness, injustice and exploitation it is always accompanied by social unrest. Manipur yesterday and today is a replica of the French revolution of 1879 infested with chaos, social disorder and exploitation meted out to the third state or commoners by the higher state. Nowadays, bandhs, economic blockades, sit in protests; rally and curfew are being used as political tools. Even for matters which have little merit, public or civil organisation resort to bandhs and blockades to register their grievances. It is true that submission of memorandum and application doesn’t serve the purpose as it is often dumped under the Almirah without the least knowledge of the content by the ruling Government. The occurrence of public protest by the Tangkhul Frontal Organisation against the incumbent Deputy Commissioner speaks a thousand tongues that the SPF Govt. has terribly failed to safeguard the interest and aspirations of the populace of Ukhrul district. When the system of administration is weak, faulty, corrupted and infested with injustice, when an administrator acts like a colonial ruler or a dictator incompatible to the common people, when representatives at the helms of affairs do not listen and think for the common people then democracy becomes unfit to be called a government of the people, by the people and for the people. So much have been published in the media against the incumbent DC levelling a good number of points and expressing abhorrence to his presence at Ukhrul District. The ulterior motive of the goal by deploying CRPF personnel at Ukhrul after the announcement of clamping of public curfew in Ukhrul District by the Frontal organisation is a test proving that lucrative deal in one of the State’s project work in Ukhrul District and the nexus in the scheme of things is suspected to be one of the factors that prevented the SPF government to transfer the incumbent DC of Ukhrul Shri R Sudhan from the District. The onus of the three MLAs representing the populace of Ukhrul district does not seem to toe the line of the aspiration of the common people either for fear of losing trust and confidence of the CM or perhaps they are caught in a trap of a systematic formulation of corruption. The Eleven points allegation levelled against the DC for irregular attendance, unfriendly public relationship, misappropriation of development funds, abetment to liquor smuggling and false promises of the Kongkan incident and conversion of mini-secretariat into a chamber of frequent parties etc. are substantial reasons to get him transferred to a drier pasture.
