Changes to dog control in Belfast The Dogs (Specified Maximum) (Belfast) Order 2012 It is now an offence to be in control of any more than four dogs, at any one time, while out in public. It also means that anyone caught in control of more than four dogs at a time can be fined £80, or prosecuted if the fine is not paid. This order covers the entire Belfast City Council area, including all parks and open spaces. The order does not apply to land owned by Department of Agriculture and Rural Development (normally forestry lands). The Clean Neighbourhoods Act and Environment Act (NI) 2011 gives us the power to create this order. Download the order: The Dogs (Specified Maximum) (Belfast) Order 2012 (PDF-3.3MB) Fixed penalties Anyone caught in control of more than four dogs at a time in Belfast will face an £80 fine. If you receive a fine, you must pay it within 14 days from the date of issue. However, if you pay the fixed penalty notice within 10 days from the date of issue there is a concession for prompt payment which is £50. If the fine is not paid, we can take you to court, and prosecute you for the offence. More information on paying fixed penalties. Other news We recently consulted with our residents on another dog control order: The Dogs (Exclusion from cemeteries, children’s playgrounds, playing fields and pitches) (Belfast) Order 2012. After publishing a consultation on the proposal to exclude dogs from certain parts of the city, we received a substantial amount of comments. We have listened to this feedback and we have decided to suspend this consultation and the proposed introduction of the order. We will revisit Dog Control Orders later in the year and intend to use this time to research the Dog Control Orders at our disposal further.
