Decades ago, Harbin was a quiet city during winter. Shops closed early at night, and few streetlamps were on. Locals thought winter was a difficult time to endure. However, gradually, people realized the value of the ice and snow, as a free resource offered by nature. Then, in 1963, a lantern fair opened at the citys Zhaolin Park. In 1985, the lantern fair evolved into the first Ice and Snow Festival. That was followed by the first ever Ice and Snow World opening in 1999.
