Chief of Planning, Monitoring & Evaluation, P-4, Sanaa, Yemen Vacancy No: I-VN-2014-001749 Duty Station: Sanaa Country: Republic of Yemen Region: MENA Job Level: P-4 Position#: 00072482 Application Close: 13-Aug-14 Contract Type: Long-term Staff (FT) Purpose of the Position Under the general guidance of the Deputy Representative, responsible for programme planning function and overseeing of monitoring and evaluating a major programme within the country programme. Key Expected Results 1. Leads country office change management process, providing direct support to programme sections and operations units to facilitate transition to new planning and management processes. 2. Participates in the development of programme/project goals and objectives and planning the implementation of programme/project strategies, including emergency preparedness planning. 3. Prepares programme documentation for the Country Programme Recommendation (CPR) and related documents such as, Plan of Operations, Project Plans of Action, Country Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS), etc., ensuring consistency with objectives and goals. 4. Provides technical support for decentralization of the development and implementation of plans for the improvement of the situation of children and women. 5. Coordinates development of the workplans for the programme sector and ensures objectives and targets are achieved. Supervises staff, identifies training needs and provides on-the-job training. 6.Coordinates the preparation of the country programme integrated monitoring, evaluation and research plan; and contributes towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and writing chapters of the Analysis. Maintains data bank of social indicators on the situation of women and children. 7. Assists government authorities to plan and organize training programmes. Identifies training needs for the purpose of capacity building and sustainability of programme. 8. Undertakes field visits to monitor and evaluate programme implementation, as well as conduct periodic programme reviews with government counterparts and other partners. Identifies problems or alternative courses of action to accelerate/improve programme delivery. 9. Contributes to UNICEF’s participation in the CCA/UNDAF process, ensuring adequate input on the improvement of the well-being of children and women. Qualifications of Successful Candidate EDUCATION: Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution. *A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree. WORK EXPERIENCE: Eight years of relevant professional work experience.Developing country work experience (for IP) or field work experience (for NO) Background/familiarity with Emergency. LANGUAGES: Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
