Citizen participation in decision making is the basis of democracy, but there is a deep hesitation about citizens’ directly participating in their government. Citizen participation lays attention on new ways of thinking about development. It illustrates the ideology that citizens can help themselves better; that they can understand their own problems and find applicable solutions for them. Citizens realize that participation in policy making is very important and they want to have a bottom-up approach instead of relying on Top-down approach.
