City Council has approved a plan to have the City’s Department of Planning & Community Development (DPCD) begin the evaluation process of limited purpose annexation for five priority areas over two fiscal years (FY 2015 and FY 2016). Earlier this year, City Council was presented with 30 proposed study areas in the City’s Extraterritorial Jurisdiction (ETJ) that were further evaluated and prioritized based on: existing or planned development; fiscal considerations; service delivery needs; public health, safety and welfare; intergovernmental relations/jurisdictional boundaries; and non-annexation agreements. Staff’s recommendation narrowing down the 30 areas to five priority areas was presented to City Council at the Nov. 12 B-Session. These five priority areas include: • IH 10 West – 14.2 square miles adjacent to Camp Bullis • U.S. Highway 281 North – 12.01 square miles • IH 10 East inside Loop 1604 – 12.72 square miles • SH 151 – 14.64 square miles along Culebra Road • US 90 at Loop 1604 – 12.9 square miles adjacent to the Lackland Annex The intention of a limited purpose annexation is to extend the City’s zoning and building regulations to these potential growth areas, while allowing time for the City to develop a plan for full purpose annexation within 36 months. “It allows for the extension of zoning, land use, building and health codes. Full City services are not extended and city taxes are not imposed. At the end of the three years, the City decides whether or not to fully annex these areas,” said DPCD Director John Dugan. For the areas proposed for annexation this fiscal year (IH 10 West, US 281 North and IH 10 East), staff will begin preparation of the regulatory and zoning plans in January, undertake fiscal analysis in the spring and host community meetings in summer, prior to hosting public hearings in the fall. For these three areas, City Council will be presented with staff’s recommendation on whether or not to initiate limited purpose annexation in December 2015. Annexation promotes economic development by stimulating local and regional economic growth through capital improvements planning, facilitates long-range planning of growth centers on the fringe of the City and protects future development through the extension of land use regulations and building codes.
