City of Hayward - Government Ordinance Update. In December 2013 while on the Hayward City Council I voted for the City of Hayward to take the necessary steps to shut down the internet gambling businesses in Hayward. City Staff worked hard on this issue and they caught the attention of state legislators. I am please to report that the CA State Legislature passed AB 1439 and prohibited internet gambling in CA. Additionally, all internet gambling businesses in Hayward are closed. Thank you Hayward City Manager Fran David, City Attorney Michael Lawson, and Hayward advocates for your hard work. We continue to make Hayward safer and healthier.
