Civil Service Bypass/Fire Chief~~ to answer several questions about this issue---over 10 years ago when Fire Chief Nunes retired, he gave advance notice so the city could schedule a promotional exam. Only Deputy Chiefs could take the exam (unless note nought signed up for it). The results of the exam were set aside by then-Mayor Kos and a 2nd process was begun. This time only 2 Deputies signed up allowing any Captains to take the exam. The current chief was a captain who then took the exam and was ranked 3rd. Kos bypassed the leading candidate (who had moved back to Chicopee to be eligible for appointment) and selected the captain. The captain had been a classmate and friend of Kos for 30 years and had played golf and hockey with him over that time. Kos issued a bypass letter and the Deputy Chief chose not to appeal. Unlike in the police dept, the position of Deputy is an actual civil service and contractual position.
