Civil society unequivocally condemns latest abominable attacks & killings of 36 innocent civilians in Mandera. We urge Kenyans to exercise great restrain from interpreting the killings as inter-religious. These are abhorrent criminal acts. This development is partially the outcome of institutional inertia in the absence of coherent crime intelligence based strategy & of operational simplicity. Kenya has no law enforcement & crime prevention strategy. Overall, President Uhuru Kenyattas government must develop a comprehensive integrated law enforcement strategy. The current reactive security & law enforcement policies are ill defined, incoherent & shallow. President Kenyatta administration mostly continues to put out immediate security fires but the overall deterrence capacity of security & law enforcement agencies remain very limited & largely unable to detect & preempt crime. The Constitution introduced major governance & institutional changes in Kenya to improve accountability on public service delivery. Security sector was not spared. However, the security sector, whose reputation, credibility & professionalism was irredeemably battered, continues to operate in old model. This makes it ineffective, vulnerable & irrelevant jeopardizing the security of the people & the country. The Kenyatta government mostly continues to put out immediate security fires but the overall deterrence capacity of law enforcement agencies & justice sector continue to be very limited & largely unable to deter violence escalation & reescalation. The security policy reform momentum has prematurely dissipated. Civil society organizations and private individuals have been working to petition the National Police Service Commission to remove inept & incompetent top leadership & command of the National Police Service Inspector General of National Police Service David Kimaiyo together with his two Deputies Grace Kaindi & Samuel Arachi & Director of Directorate of Criminal Investigations Ndegwa Muhoro are integral part of the problem. They are incompetent tired lot of the past era that should be retired for public interest. Director of Military Intelligence & Chief of Defense Forces must take full responsibility and held to account for the incursion of Al Shaabab into Kenya.
