Class Title: Employment Services Specialist Trainee Bargaining Unit: Administrative Services Class Code: 05119 Salary: $15.32 - $20.52 Hourly $1,225.60 - $1,641.60 Biweekly $2,655.47 - $3,556.80 Monthly $31,865.60 - $42,681.60 Annually Under general supervision, provides a variety of services to participants in the Countys Employment Services Program (ESP); performs related duties as required. Distinguishing Characteristics: Employment Services Specialist Trainee is the entry level of the series; incumbents work under training conditions while gaining the necessary skills and knowledge to progress to the Employment Services Specialist class. Positions in this series report to a Supervising Employment Services Specialist I. Examples of Duties: Duties may include, but are not limited to, the following: 1. Interview, screen, and counsel participants regarding employment barriers; advise participants regarding alternate training and employment opportunities. 2. Refer eligible participants for vocational, educational, and aptitude assessment and counseling; confer with assessment specialists and/or interpret assessment results to determine employment barriers; recommend appropriate activities for participants. 3. Evaluate participants interests, education, and experience to determine possible program placements; develop an employability plan to further participants successful entry into the labor market. 4. Explain program rules, regulations, and policies to participants, work site employers, contract training facilities, and other interested parties; resolve problems and conflicts or refer to supervisor with recommendations for solution; make recommendations for the improvement of program delivery as required. 5. Counsel and guide participants during their enrollment in training or work experience programs; maintain referral and placement records of participants during their period of program participation. 6. Arrange supportive services and/or needs-based payments as required; refer participants to appropriate training and employment services; monitor and evaluate participants progress and attendance; provide information for job development purposes for participants. 7. Review, verify, and submit participants time cards to ensure payment for workers in training; complete other required participant forms, narrative notes, and documentation; maintain and update participants files and enter participant information into a computer. 8. Conduct orientation, job search, job club, motivational and other related workshops and training sessions as required. May assist with creating workshop and training session materials. 9. Perform participant screening prior to referral to job interviews; counsel participants in interview skills, techniques, and etiquette; prepare necessary documents and follow up on participants after job placement. 10. Prepare necessary correspondence and reports; assist in gathering and tabulating program and participant data. 11. Provide vacation and temporary relief as required. ESS: dmp/04 27 87 ESS Tr: dh/02 08 88 rev: plg/05-25-99 rev: jma/03-12-08 rev: jma/07-01-09 Representation Unit: Administrative Services Salary Range: 35 Supplemental Information: Incumbents of the Employment Services Specialist Trainee class are qualified for promotion to Employment Services Specialist following successful completion of a training program and receipt of a satisfactory work progress report. Incumbents who have not qualified for promotion within 12 months will be terminated. Minimum Requirements: Education: Thirty (30) semester (45 quarter) units of completed college coursework in behavioral/social science, business/public administration, education, or closely related field. A list of completed college coursework or legible transcripts MUST be submitted with the application if the applicant does not possess a bachelors degree or higher in one the qualifying fields listed above. AND Experience: One (1) year of public contact which includes interpreting, applying, and explaining government regulations to the public. Note: Retail sales/food service experience is not considered qualifying.
