During the period of October 2012 to May 2013, a weekly shipment of black sand minerals in Salomague Port, Cabugao and Currimao Port, Ilocos Norte, a minimum of one shipload of 50 thousand metric tons, or $60 million per shipload, in 32 weeks of 8 months, was stolen from Ilocos Sur. That is plunder or thief in the highest order, devastating our coastal lands.
