The organization works in the Horn of Africa especially in Somalia implementing projects in Nutrition, Health, Water, Sanitation and Hygiene (WASH), Food Security and Conflict resolution. With a clear commitment to the target communities, donors and other partners, DIAL is guided by strong regard for humanitarian operating standards and the passion to assist the neediest while always looking at ways to improve its projects. Since inception, the organization has been carrying out various projects to address the humanitarian challenges faced by the local communities in South, Central and Puntland regions of Somalia. The organization has offices in various locations in Somalia and in Nairobi and receives funding from various donors. DIAL seeks to fill the position of Clinical Officers (2 persons) for a new donor funded Integrated WASH, Health and Nutrition project in Kismayo, Lower Juba in Somalia. Responsibilities • Review all beneficiaries referred to him/her by the nurse to make diagnosis and refer appropriately. • The clinical officer is generally the overall in charge of the clinic and therefore plan and organize regular joint supportive supervision and capacity building activities to the staff working in DIAL health facilities to ensure that service delivery is consistent with relevant national guidelines and standards. • In liaison with the project staff, ensure effective functioning of the referral systems between health and nutrition service delivery points to ensure that patients receive comprehensive care and support. • Manage the nursing/medical and all non-medical staff working in the facility. • Supervise professional admission and flow of clients through the service process. • Continuously assess capacity gaps among service providers and offer training and mentorship as per the required standard operating procedures and guidelines. • Support project staff in respective MCH clinics to ensure that all patient and program data is correctly recorded and maintained for effective monitoring and evaluation of the programs performance. • Ensure ethical issues are building in all assessment involving human subject before interviews to clients and /or beneficiaries. • Participate in organization and facilitation of information sharing forums including stakeholders meetings which include community. • In liaison with Health Supervisor and the relevant health personnel, ensure consistent availability of essential medical and non-medical supplies and oversee their proper utilization in all supported sites. • In liaison with the community outreach team, strengthen community linkage and participation in the project activities including promoting health education and enhancing demand for services. • Advocate for gender mainstreaming in all aspects of the project. • Write high quality reports on health and nutrition activities undertaken and submit to supervisor in a timely manner. • To undertake any other duties assigned by the supervisor. Qualifications • Diploma in clinical medicine from a recognized institution. • Good technical knowledge on clinical work, nutrition programming, analytical, negotiating, communication and advocacy skills. • Professional working experience in a similar role in a health and nutrition project • Ability to work on multiple tasks simultaneously and meet deadlines • Good verbal and written communication skills • Exceptional organizational and management skills • Fluent in Somali; Fluency in English is a strong advantage. • Self starter with the ability to work under minimal supervision • Computer literate How to apply: If you feel you are the right candidate for this position, kindly send your application stating the position applied for in the subject line along with an up-to-date CV (including 3 referees and their current contacts) by email to: [email protected] by 29th, September, 2013.
