Organizational Setting and Reporting The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Urban Energy Unit of the Urban Basic Services Branch in Nairobi duty station. The incumbent will report directly to the Leader, Urban Energy Unit. Responsibilities Under the overall supervision of the Leader, Urban Energy Unit, the incumbent will perform the following functions: Develop concepts, guidelines, policies and strategies for urban energy in human settlements, issues related to urban planning, energy access, energy efficiency in the built environment, renewable energy in urban areas, housing, by: monitoring innovations, best practices, lessons learnt and project experience globally; coordinating research on clean energy and energy efficiency; Participating in the promotion of dialogue and debate among UN agencies, bi-laterals, multi-laterals, civil society organizations and academic organizations on UN-HABITAT perspectives. Support the planning, project design, implementation and backstopping of operational projects/program on urban energy by: participating in field and global/regional projects, capacity building activities and program on energy related issue in Human settlement; Collaborating and negotiating with national/local authorities, external support agencies and funding organizations in the identification and design of operational and normative projects. Participate in the coordination of UN-HABITAT activities related to urban energy with other UN agencies, external support agencies, NGOs and governments. Prepare UN-HABITAT inputs through: facilitating mainstreaming of clean energy and energy efficiency approaches into UNHABITAT’s Urban Agenda; developing and maintaining links on urban basic services including energy. Facilitate documentation of lessons learnt and other practices related to urban energy through: assisting in synthesizing operational lessons of experience from operational activities; facilitate and coordinating the designing and development of outreach materials for awareness raising and technical notes for capacity building. Perform other duties as may be assigned. Education Advanced university degree (Master’s degree or equivalent) in architecture, engineering, economics and urban planning with a special emphasis on sustainable energy use. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of five years of progressive experience in human settlements projects design and implementation at the national level including experience in development cooperation & partnerships with at least two years of similar experience at the international level. Experience in the field of sustainable urban energy; environmental sound architecture, planning and designing energy efficient buildings; proven experience in project design and development, fundraising for project implementation in developing countries is desirable. International work experience will be an asset. Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English is required. Fluency in spoken and written French is an asset. Knowledge of a second UN language is an advantage.
