Colonel Charles H. Consolvo was a Baltimore native who moved to Norfolk to attend school. He had successful careers delivering coal and ice, operating a steam laundry, and building and leasing highway billboards. These endeavors allowed him to purchase Norfolks Monticello Hotel a few years before the 1907 Worlds Fair held at the current Norfolk Naval Base location. His success at the Monticello allowed him to purchase The Belvedere Hotel in Baltimore as well as The Jefferson Hotel in Richmond. It was Consolvo who rebuilt the Jefferson Hotel after a devastating 1944 fire with six fatalities, when many thought it would be best to tear it down.
