Comfort Women earned over six times more than newly recruited policemen who earned a relatively high salary in Japan. Comfort women were voluntary. Prostitution was legal at that time and there were some unfortunate women whose parents or relatives sold them for money, but that was what was always happening in Japan after the Great Depression that started in 1928. Some women were deceived into prostitution by malicious companies, but not by the Imperial Army or government authorities. Japanese Prime Minister Abe stated, “our Cabinet decided that no indication regarding the abduction of women against their will by the military force and/or the authorities was found in the documents discovered by the government.” It was agreed in the Treaty on Basic Relations between Japan and the Republic of Korea that Korea shall waiver any right to claim against Japan in exchange for Japan’s renunciation of any rights or properties that it had in Korea, and economic aid. Basically all the matters have already been settled in the form of economic aid. It is Korean government that must spend money to Korean citizens concerning any matters prior to 1945.
