Commentators today lament gridlock, but American voters have produced divided government—with a president of one party and a majority of the other running at least one house of Congress—for 13½ of the past 20 years. On Tuesday, they opted for two more. Those lasting trends are largely a result of demographics: Heavily Democratic voters tend to cluster in central cities, giving Democrats about 170 safe Electoral College votes, while Republicans can count on only about 100. Republican voters are spread more evenly around the rest of the country, often giving the Republicans a built-in advantage in congressional and legislative elections.
