Commercial and Business Manager Mselect We are seeking a Commercial and Business Manager for our major Oil & Gas client, to oversee all Commercial and Business Services for the client in the Kurdistan Region of Iraq Reporting to the Kurdistan Country Manager this role has responsibility for a number of areas which will be actioned by specific roles: PSC Management and Compliance Commercial and legal matters Procurement and Contracting support Business Services and Office Management Provision of HR across the business unit Liaison with the relevant functions where required and adherence to the relevant clients functional standards Accountabilities PSC management & compliance Primary responsibility within Kurdistan Business Unit for PSC compliance Ensuring that processes and systems are developed and reporting undertaken to secure compliance with the Production Sharing Contracts and relevant KRG laws & regulations and in particular, maximization of cost recovery Coordination with Finance Department on PSC matters to ensure a coordinated and consistent approach Preparation & presentation of all requests for approval from PSC Management Committee and securing approvals to enter into commitments for expenditure and other matters Commercial & legal matters Strategy formulation, analysis and advice on commercial matters within the business unit Provision of legal support for the business activities Procurement & Contracts Provision of all procurement & contracting support required for the business (such as Drilling contract requirements) but excluding Project & Development Group activities Development of suitable procurement and contracting strategies and contract structures to maximise business process efficiency Ensuring coordination and alignment of procurement & contracting activities, with Materials & Logistics group Business services Provision of business and strategic planning for the business Ensuring the business has appropriate systems & procedures Office Management The provision of office, accommodation and associated property management, and travel & accommodation services Provision of administration support and documentation management HR Services Oversight of the HR function in line with functional standards, and provision of organizational development Problem solving and decision making What types of decisions are made by this position on a regular basis? Recommended strategies in line with expertise and role Process and Implementation recommendations Consistency of approach/reasonableness in the budget process and application What types of decisions are referred to the next level? Decisions on budgets Recommendations to Executives and Country Manager on management & compliance Skills 1. Tertiary qualifications in legal or commercial discipline. 2. More than 5 years supervisory experience. 3. Experience in developing country environment. 4. Experience in leading multi-disciplined teams. 5. Strong inter-personal and communication skills. 6. Exposure to financial impact assessment. 7. Broader commercial negotiation experience (i.e. SPAs). 8. Thinks “outside the box”. 9. Preparedness to continue self-development. 10.
