Commissioners Court addresses mixed agenda James Murr The Junction Eagle On June 11, the Kimble County Commissioners Court held its regular monthly meeting. In addition to dealing with work on county roads and related matters, the court considered personnel and miscellaneous topics. The court voted to designate, for purposes of 911 addressing, a private road as “Dunk Road”. The road is located off of FM 2169 across Interstate Highway 10 from the Segovia Truck Stop. The court received a proposal from only one of the community’s three financial institutions to serve as the depository for county funds. The proposal, from the First State Bank (FSB), was approved and the FSB will serve as the county’s bank for the next four years. Judge Andrew Murr provided the commissioners with drafts of job descriptions for employees doing the county’s road work. After the drafts have been fully reviewed, their adoption will be considered. Likewise, drafts of employee performance evaluation forms were distributed for comment, including provision for dealing with unsatisfactory employee performance. The court reviewed the Kimble Central Appraisal District’s proposed 2014 budget, which totaled $360,500. Kandy Dick from the Appraisal Office was present to answer questions. In keeping with past practice, the court took no action on the budget. The District’s budget is funded with pro-rata contributions from each of the community’s five taxing entities (i.e., the city, county, school district, hospital district and groundwater conservation district). The court discussed repairs being made to stop leaks from the roof of Hangar No. 3 at the Kimble County Airport. Additionally, a proposal was reviewed for a new door to the hangar. The proposal was for a door measuring 40 feet wide and 12 feet high and costing $23,000. Some electrical work would be required in order for the door to open and close properly, and proposals for this work will be sought. If the court decides to move forward with the purchase and installation of this door or a different type of door, it is likely that a TxDOT grant would be available to defray as much as one-half of the cost. County road and bridge supervisor, JP Murray, Jr., reported on road work done since May 14, as well as repairs made to county road equipment. The recent rains have permitted the blading of several segments of the county’s roads. Some of the work described in a written report from Murray to the court is summarized below. In Precinct 1, blading was done on portions of KC 110, 112, 1121, 130, 171, 181 and 190. A pothole was also patched on KC 160. Other road related work (digging and hauling caliche, and installing culvert pipe) was done on KC 130. In Precinct 2, portions of KC 25, 210, 211 and 212 were bladed. Other work included removing tin horns at Townsend Crossing on KC 210 and making it a river gravel bottom. A low water crossing was also cleaned up, and a cattle guard was removed and cleaned out on KC 211. In Precinct 3, blading was done on portions of KC 310, 311, 314, 371 and 372. A ditch was cleaned, and a water diversion was cut on KC 314. On KC 370, ditches and the roadway were grinded, culvert pipe was hauled, and a cattle guard was reinforced with a welded brace. On School and Llano Streets in the London Community, work was done to improve drainage. In Precinct 4, some blading was done on KC 410, 420 and 434, and work was done on a cattle guard on KC 433. Only one bid was received for the county’s used Mark II Power Screen, a portable unit for screening material such as sand, gravel and topsoil. The bid arrived after the deadline for receiving bids, and therefore could not be considered. The court will determine at a later date whether to seek bids again. Judge Andrew Murr and commissioners Dennis Dunagan (Precinct 3) and Charles McGuire (Precinct 2) were present for the meeting. Billy Braswell (Precinct 1) and Chad Gipson (Precinct 4) were absent. The monthly meetings of the Commissioners Court are open to the public. Meetings are held at 9 a.m. on the second Tuesday of each month in the County Courtroom of the Kimble County Courthouse.
