S/He provides overall technical advice and quality assurance for results and evidence-based planning, monitoring, reporting and evaluation to the Regional Office, the Sub-regional Office and LAC field offices, and supports the strengthening of capacities and knowledge sharing and dissemination on these issues. JOB PURPOSE: The M&E Adviser provides leadership and guidance to the implementation of corporate policies, procedures, principles, norms and standards at regional and national level, to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of UNFPA in Latin America and the Caribbean. S/He works in close collaboration with the Evaluation Office/Division of Oversight Services (DOS) which is the custodian of the evaluation function in UNFPA, and Programme Division, and also maintains close links with Technical Division, and other HQs units. The adviser will work within an integrated and coordinated approach, which is fundamental to the Regional Office and UNFPA’s overall strategy. The primary roles of the M&E Adviser are: 1. Strategic Results Support, in line with global, regional tools and strategies for the monitoring and evaluation of results 2. Monitoring of strategic development indicators at national and local levels with special attention to monitoring and visualizing the situation of the most disadvantaged and marginalized populations. 3. Capacity Development in evaluation and monitoring, including through supporting CO in strengthening regional, national and local monitoring and evaluation systems. 4. Evidence and knowledge development and dissemination Quality assurance on results and evidence-based planning, monitoring, reporting and evaluation MAJOR ACTIVITIES/EXPECTED RESULTS: A. Strategic Results Support 1. Provide support for planning, monitoring, reporting and evaluation of the regional, sub-regional and country programmes in the region, ensuring the design and implementation of robust results and resources frameworks, in collaboration with the CO, the SROs and DOS, the Programme and Technical Divisions; 2. Ensure the integration of evaluation findings in regional and country-level programming 3. Contribute to the development of regional substantive/technical methodology and tools for monitoring and evaluation, in concert with HQ development of monitoring and evaluation policies, standards, and guidance as well as oversight compliance of same; 4. Advise on monitoring and evaluation components of the OMPs of the Regional Office; 5. Provide technical support to the RO, SROs and COs, to ensure the adequacy of both the hierarchy of results of country and regional programmes, and their use of performance and impact measurement methods and indicators; 6. Contribute to the development of frameworks, methodologies and databases for ICPD and MDG monitoring; 7. Contribute to the formulation of the Regional Programme, drawing upon the analysis and evaluation of interventions in the sub-regions, and lessons from country programmes; 8. Support the development and utilization of programme indicators and indicator databases; 9. Work in collaboration with RO advisers and regional programme adviser in the formulation and implementation of oversight plan of regional programme funded initiatives; 10. Ensure results-based monitoring and evaluation plan developed, implemented, and results acted upon within the COs, SROs and RO; and 11. Ensure the use of results-based indicators and facilitate and support data collection and analysis for evaluation. B. Capacity Development 1. Conduct regional and country-level capacity-building initiatives and workshops in order to strengthen a culture of results and evidence-based programme management in UNFPA. 2. Participate in Evaluation Office and programme Division trainings and workshops. 3. Identify innovative evaluation methodologies and promote their incorporation into UNFPA operations; 4. Contribute to the development and adaptation of tools and guidance as well as training materials and manuals in monitoring and evaluation and support their use for capacity development of partner institutions and UNFPA staff in the region; 5. Organize support to country offices and the sub-regional office in strengthening of national and local monitoring systems, including monitoring systems that could track the situation of the most disadvantaged and marginalized populations. 6. Contribute in close coordination with the Regional Programme Adviser and other regional office staff, to the design and review of country programmes, the sub-regional programme and the regional programme. 7. Contribute to monitoring and analysis of reports on humanitarian, economic, political and social factors in development and management of population and development programmes, such as the UNFPA-supported country programmes and sub-regional programme; 8. Contribute to identify and validate regional monitoring and evaluation experts and institutions for the Fund’s regional and international rosters; 9. Help build capacity of SROs and COs in the adoption and use of RBM techniques and tools; 10. Coach junior professional staff and associates, direct expert consultants and facilitate working groups and task teams in order to provide support to programme managers, implementers on monitoring and evaluation. 11. Ensure that all programme and technical staff, Country offices and counterparts, knowledgeable about UNFPA M&E policies and procedures, norms, standards and criteria. 12. Coordinate the LAC Country Offices M&E Focal Points Network; 13. Partnerships with evaluation networks, professional bodies, national and regional institutions, United Nations partners and other development partners will further reinforce evaluation capacity. C. Evidence and knowledge development and dissemination 1. Contribute to the analysis, synthesis and dissemination of state-of-the-art knowledge and new approaches to monitoring and evaluation practice, in particular best practices, and make recommendations for their adoption at regional and sub-regional levels; 2. Substantively contribute to the identification, documentation and dissemination of best practices / lessons learned; 3. Support the office of the Director in ensuring the incorporation of evaluation results and lessons learned in the updating of specific substantive strategies, policies, tools and approaches, and ensure their availability in the organizational system for lessons learned; 4. Submit regional and national programme evaluations and management responses to the Evaluation Office to be posted in the corporate website, and for publication in a timely manner; 5. Monitor, analyze, evaluate and synthesize results of regional and country programme interventions in the regional and sub-regional levels; 6. Monitor, analyze and evaluate national evaluation reports, synthesize evaluation findings and identify and disseminate lessons learned in monitoring and evaluation to improve the effectiveness and efficiency of the work of the Office and of the region; to draw attention to sub-regional realities, and to inform regional and global strategies, policies, procedures and tools; 7. Contribute to HQ initiatives on results-based programme management by ensuring integration of lessons learned from evaluation; 8. Co-ordinate with other UN regional evaluation units and professional evaluation bodies for thematic evaluations and other evaluation activities; and 9. Keep abreast of developments in the area of evaluation. D. Quality assurance on results and evidence-based planning, monitoring, reporting and evaluation 1. Advise on the validity of the monitoring and evaluation of regional strategies and approaches; 2. Ensure that the evaluation findings and recommendations are available for and used in the design of the new country programmes, subregional programmes and other initiatives; 3. Develop and support a substantive quality assurance framework for the work of the Regional Office and assist/advise country offices in implementation of such framework 4. Assist country offices in preparing high-quality terms of reference for evaluations prior to their approval by the Evaluation Office, and helps to identify evaluators for pre-qualification by the Evaluation Office; 5. Manages regional-level programme evaluations as approved by the Evaluation Office in line with the revised UNFPA evaluation policy, standards and criteria; 6. Ensure that evaluations meet high professional standards in line with UNFPA Evaluation Policy and UN Evaluation Norms & Standards; 7. Support and nurture an evaluation culture within the Regional Office and the region and design; 8. Advise on and support monitoring and evaluation processes and quality assessments in all areas of work under the Division’s responsibility; 9. Analyze and assess how findings of reviews, assessments and other studies related to UNFPA’s areas of work are analyzed, disseminated and taken into account in ongoing strategic planning and programme development; 1. Ensure the RO’s participation in multi-agency/donor and inter-governmental evaluations of complex programmes and cross-cutting themes, especially as these relate to PRSPs, SWAps, JAS, etc.; and Carries out any other duties as may be required by the Regional Director. Work Relations External partners include focal points of monitoring and evaluation in the partner UN agencies at the regional level, including the Health Metrics Network; international organizations, including Centers of Excellence, IGOs, NGOs, Academia, Research Institutions; and Professional associations and societies, in order to maintain and foster networks and partnerships to promote monitoring and evaluation issues in substantive work and within broader development initiatives. Internal partners include DOS, PD and TD, in particular the M & E Adviser, the UNFPA Evaluation Network; technical and programme staff in Regional and Sub-Regional and Country offices in promoting knowledge sharing; building capacity; and establishing effective functional links for the exchange of lessons learned in monitoring and evaluation. Ensures the adequacy and quality of monitoring and evaluation processes in substantive work. JOB REQUIREMENTS: Education: Post-graduate University Degree or equivalent (preferably Ph. D.) in public health, social science, demography, gender, economics, international relations, international development, public administration, management or other related field. The graduate or post graduate degree should include credits in the principles and practice of monitoring and evaluation. Knowledge and Experience: 1. 10 years of increasingly responsible professional experience, of which five years at the international level, and of which five years in health and/or social sciences monitoring and evaluation; including periodic updating of technical skills 2. Recognized expertise in monitoring and evaluation; 3. Strong track record of innovative leadership in managing evaluations, and proven ability to produce demonstrable results; 4. Strong track record in the field of results monitoring and working with statistics; 5. Strong verbal and communications skills in English and Spanish; 6. Extensive network within the academic and development community; 7. Field experience is a strong asset. Languages: Fluency in English and Spanish required.
