Competitive exam in JK on UPSC pattern | Govt forms panel on harmonising JKCCE with AISE, seeks report in 2 months Kashmir Student, Jan 30: Jammu and Kashmir government Wednesday constituted a high level committee on harmonising J&K Combined Competitive Examination with the All India Services Examination conducted by UPSC. The panel has been set up to examine and make recommendationsfor effecting amendments in the provisions of J&K Combined Competitive Examination Rules (2008) in view of the changes made by the Government of India in the scheme of examination for selection of candidates to the All India Services. The panel, with Secretary to Government, General Administration Department as Chairman/Convenor, has been asked to submit its report within two months. Its members include Secretary Department of Law, Justice and Parliamentary Affairs, Secretary, J&K Public Service Commission besides two experts “preferably Professors/Dean Academic Affairs, one each from the Universities of Kashmir and Jammu, to be nominated by the Vice-Chancellorconcerned.” “The Chairman may co-opt any other officer/expert, for assisting the Committee in its deliberations,”a government order said here. In all, the committee has been asked to examine as many as seven aspects of the new examination policy adopted by New Delhi. It has been tasked to study the scheme of examination being followed by the UPSC for making selections to the All India Civil Services and examine its negative implications, if any, on the candidates belonging to the far flung areas and the disadvantaged sections of the society; The penal will also study the scheme of examination being followed by other states, particularly Andhra Pradesh, Kerala, Rajasthan and Maharashtra for making selections to the respective state Civil Services, and make recommendationsthereafter for devising a scheme on somewhat similar lines, for conducting the J&K Combined Competitive Examination, both at preliminary and the mains level. The panel will also examine the feasibility of replicating the syllabus prescribed by the Government of India for selection to the All India Services –IAS, IPS, IFS etc to the J&K Combined Competitive Examination, and if felt necessary, suggest changes keeping in view the unique history, polity, geography and culture of the state. The Committee will also examine the feasibility of introducing the concept of negative marking in the preliminary examination of the J&K Combined Competitive Examination and suggest the mode and the manner for introduction of the concept. “(It will also) explore the possibility of devising a schedule for holding the J&K Combined Competitive Examination, that either begins immediately after conclusion of the respective stages of the All India Civil Services Examination, or concludes immediately before the commencement of the respective stages of the All India Civil Services Examination.” The panel has also been tasked to suggest the date from which the recommendationsof the Committee should be given the effect and to recommend any other change as the Committee may deem necessary.
