Completing the federalisation of Somalia: I am seeking a united Somalia based on fairness, justice and on a model compatible what the world knows because we are not isolated from the world. We also want to base our federal model on the realities of Somalia: a country just emerging from a deep conflict and wounds inflicted by itself. I am not in search of Somalia based on clan stratifications - that is what I am avoiding after many years of advocating federalism based along clan lines which I thought will help settle the fierce tribal wars in Somalia. I have abandoned that idea for good after what I saw in Jubaland: an attempt to craft off a chunk of Somalia to its southern neighbour. The proposal I want to put forward is four-member Federal Somalia: Somaliland, Puntland, Shabeelle (consisting of Lower Mudug, Galgaduud, Hiiraan, Middle Shabelle and Lower Shabelle) and Juba (consisting of Gedo, Bay, Bakool, Lower Juba and Upper Juba). The latter two are not clan-based, but socio-cultural affiliations, past history from colonial times and multi-clanism and pluralism. Upper Juba and Lower Juba were known to be entities and administrations that existed from 1950s - 1970-s, and Banadir was what we, at present, call Middle Shabelle and Lower Shabeelle. In addition, there is resources sharing (Juba Valley and Shabelle vallies resources). The size of the four federal member states are nearly the same, consisting of more than 4 regions. The Federal Somali Government needs individual or institutional contributions, and let us contribute ideas that unite Somalia and support it to become more stable and democratic, ready to embark on the route to progress.
