Chief Charles McClelland Jr. Logic would immediately reason that that officer did not cause that accident that he responded to; therefore, didnt purposely also intend to cause more grief by letting the dog out, nor did the tow truck driver whom actually let the dog out. I know that departments have protocol to call the appropriate agencies that are needed (animal control or BARK, in this case). After such calls are made, responsibly, officers can clear; yet, here, they reportedly still tried to assist. A very unfortunate situation; sympathies to the dogs owner.
