Congratulations Shri. Rakesh Bali ji, a bold DANICS Nominated IAS for “Band Bajaaying” the R.R Notified by the Hon’ble Lt. Governor, A&N Islands A circular No- 1-35/Ws/Estt/Mc/PF-III/2012/931 dt. 15th March, 2013 was circulated among the in-charge of all sections by the Administrative Officer, PBMC with regard to the filling up of vacant posts of peon, care taker, Community organizer, Draftsman, Gr-III (Civil), Draftsman, Gr-III (E&M) and field assistant on the basis of the written test from the eligible Daily Rated Mazdoors working under the Council. It is learnt that the fillings up of above vacant posts were neither placed before the Council meeting nor any resolution in this regard has been passed in the Council. The Secretary and the Chairperson, PBMC in order to accommodate their candidates have sent this circular in disguise in the name of Port Blair Municipal Council. For filling up the post by circulating among the DRMs of PBMC the Secretary might have taken approval from the administration without the knowledge of the Council, if it is like that then administration should cancel that approval because it is not in the knowledge of the Council and it is violation of the Gazatte notification approved by the Hon’ble Lt. Governor on behalf of the President of India. It is pertinent to mention that R.R has been notified under “The Andaman and Nicobar Extraordinary Gazette, September 22, 2011, November 29, 2011 and November 30, 2011” for filling up the posts of Peon, Care Taker, Community Organizer and filed assistant and for filling up the vacant posts of Draftsman, Gr-III (Civil) and Draftsman, Gr-III (E&M) the Recruitment Rules has been notified under “The Andaman and Nicobar Extraordinary Gazette, May 21, 2012”. In all the notified Recruitment Rules it has been observed that the method of recruitment should be done by “100% direct recruitment”, but setting aside and violating the R.R notified by the Hon’ble Lt. Governor, A&N Islands the Secretary and the Chairperson in order to appoint candidates of their choice. It is learnt from most reliable sources that they have already decided to select Singla Rajamma and Viswajeet for the posts of Draftsman Gr.III in the name of test. It is learnt that they have planned to conduct written test on 20-07-2013 so that the candidates of their choice can get appointed. It is also learnt that Shri. Viswajeet has been telling others that he is not bothered about whatever is written in the newspapers as his job is confirmed as the Secretary has already taken the approval from administration. Shri. Viswajeet has further stated that in the past also the newspapers were raising hue and cry saying that the Chairperson, Councilors and Secretary have appointed the persons of their choice as Computer Assistants for a period of 3 months without the approval of the Council and Administration. But what happened? Even after 6 months the same candidates are continuing in the same post without anybody’s approval and without extension order of the Council. Our job is to keep the Secretary feel happy, that’s all! What the paperwalas could do about that? Nothing! Likewise I am sure to get my job and the written test to be conducted is just only an eyewash and selection of candidate is predetermined and no power in these Islands have the guts to stall this appointment.
