Congress Must Approve A New Law Re: E.O.s! Congress Failed to Uphold Their Fiduciary Duties since 2009: Congress allowed a non-vetted President to make laws by allowing him to write excessive Executive Orders that by-pass Congress and usurp Constitutional laws, including unread laws. It is the duty of Congress not only to make laws, read each law, and study each law, prior to approving any constitutional law, but to hold the President accountable for intentionally making laws without Congress that by-pass constitutional authority by his own admittance. To make ALL LAWS which shall be necessary and proper for carrying into execution the foregoing powers and all other powers vested by the Constitution in the Government of the United States or in any Department or Officer, thereof ~ In other words, only the United States Congress is provided the authority to make laws and they can make laws related to any U.S. Department or Officer, which includes the U.S. President. Therefore, its the duty of the U.S. Congress to make and approve a law since this is a problem for Americans today that clearly defines the excessive use of Executive Orders that change constitutional laws and make those Executive Orders ineffective if the E.O. usurps, changes, re-writes, or amends the U.S. Constitution in any way without the President submitting the law to Congress for review, study, and approval prior to his signature.
