The state government has been powered by its strong PR machine which projects the Chief Minister and amplifies his message. The reality of Madhya Pradesh is lost in the noise generated by the state government. The Congress Party in Madhya Pradesh has released its manifesto for #MPBadlega The Congress manifesto reflects the policies of the Congress party, its determination to work for the Aam Aadmi. Transparency in Governance - Every elected representative of the Congress party would release a monthly report of the development work done by them - Every state level bureaucrat and officer would make their movable and immovable assets public. - The CM and every minister would share the details of their property and assets with the Vidhan Sabha. - There will be district level committees to deal with charges of corruption at grass root level. - Committees will also probe any alleged acts of human rights violations. - Right to Information Act, which has been abysmally weakened in the state will be strengthened, every department in the state would be required to create the requisite infrastructure for the same. Law and Order and Security - A special security force at the state level would be formed to fight against terrorism, Naxalism, organised crime and any anti national activities - The entire judicial process in the state would be digitized. Ensuring Transparency in State Examinations - The Pre Medical Test (PMT) carried out by ‘Vyapam’ had widespread irregularities and scams. It was due to the patronage of the ruling party that there was delay in taking action against the officers responsible and no enquiry was launched against the leaders of the ruling party. - The Congress government would take away the rights to hold the exams from “Vyapam” and give it to a responsible body- the PSC (Public Service Commission) Economy and Investment - The Congress, if it comes to power will ensure that implementation status of all MoU’s,signed in of various investor meets would become public - Status of every state and central scheme would be made public - The state budget would be made more progressive, the FRBM (Fiscal Responsibility and Budget Management) act would be implemented in letter and spirit. Public Distribution System and Food Security - The Congress would ensure that 12 LPG cylinders would be distributed to the customer, instead of the present count of 9 every year. - If voted to power, Congress government would implement the Food Security Act, social audit committees would be formed in every district. - The PDS would be made independent and transparent, devoid of administrative pressures. - PDS shops would be opened throughout the day and strict transparency would be ensured. Steps for the poor - 10 lakh houses would be constructed for the poor under different schemes. - Every BPL house would be given one –light- electricity free connection - Every poor family would be given 35 kgs of foodgrain, free of cost. - Old age pension would be increased to Rs 1000 per month Agriculture and Farmers - Agricultural credit of Rs 51000 crore would be waived. This credit mostly belongs to small and marginal farmers. The state government approach to them has been pathetic and highly disappointing. - The Land Acquisition act passed by the Central government would be implemented in letter and in spirit - Urea and fertilizer subsidy would be provided to marginal farmers - Agriculture and Rural Bank would be strengthened
