Coordination between the Afghan police: A dream come true Herat, December 2014. “The completion of recent Conference and Training Center for Intelligence-Led Policing (ILP) coordination and other training courses is a dream come true, said Colonel Hamidullah, Chief of ILP of Afghan Border Police in Herat after a one-day exercise on ILP. EUPOL supports the idea that different forces of Afghan National Police (ANP) should avoid working without real cooperation. That’s why EUPOL was happy to facilitate the course in Herat for 28 officers from various departments of ANP such as traffic police, 119 Emergency Hotline, Police-e Mardume (Community Policing), Border Police and Afghan National Civil Order Police (ANCOP). The exercise, arranged for the first time, focused on fostering a common understanding of the ILP concepts and working together. The Chief of ILP in Herat, Colonel Parwani, believes all police departments need to work together. “Intelligence-led policing can be the solution. It is a collaborative philosophy that starts with information, gathered and shared at all levels of the organisation that is analysed to create useful intelligence and an improved understanding of the operational environment.” During the discussions the participants raised several best practice advices and agreed that there is lack of procedures and training courses for gathering and assessing essential information. They were all enthusiastic and look forward to more of these kind of training courses to integrate this concept and put it in practice.
