Council Adopts Astound Broadband Franchise Ordinance MOUNTLAKE TERRACE— City Council adopted the Astound Broadband Franchise Ordinance following a public hearing on August 19. Companies using city right-of-way for business purposes, such as telephone and cable television companies, are required to have a franchise agreement with the city outlining how and when the right-of-way can be used. Several years ago the city approved a franchise allowing Black Rock to run fiber optic conduit along the public right-of-way. Black Rock is being purchased by Astound Broadband LLC. Since the previous franchise expired, Astound is requesting a new franchise for Black Rock’s facilities in the right-of-way. The franchise excludes “antennas” from the definition of “facilities,” and prohibits new utility poles. As in the prior Franchise Agreement, Astound is not permitted to erect poles or to run or suspend wires, cables or other facilities, and is required to underground in a manner provided by City ordinance.
