Councillor John Fillis has now responded from Lancashire County Council re refusal to allow the road closure for Barlick Beach Hello James I have been advised that traditionally Pendle Borough Council has implemented a road closure to enable this event using the Town Police Clauses Act (TPCA). If Pendle Borough Council is satisfied that the TPCA is suitable legislation to manage the highway closure and traffic can be suitably accommodated then it is really down to them to implement it. The county council has not said no to proceeding down this route as they have done for many years, so I do not see what the problem is. Thanks John Interesting, particularly his final remark
