Country A creates rebels in Country B to fight against current establishment. Rebels turn rogue and run amok. Country A attacks and destroys country B. Country A decides to rebuild country B. Billions of dollars of Country As tax payers money is given in aid to help rebuild Country B. Companies are created in Country B. Former and current rebels of Country B hold stake in / own those companies. Even country A has got stake in those companies! With the money, the rebels keep fighting Country A. Country A has now got the reason to keep his soldiers in Country B. Private arms manufacturers of country A have now got continuous demand for their equipment and a stable revenue stream. Hence a perpetual mechanism of making money for both the parties. They keep on scratching each others backs at the cost of the lives of the foot soldiers.
