Criticizing cops who screw up and overreact is not the same as criticizing cops. Its just criticizing some cops -- as Frank Serpico explains. He makes good points, but he might have gone one step further in noting that the cops who back up and provide cover for the cops who screw up and overreact are part of the problem, too. The so-called good cops who defend the screw ups -- and chastise those who criticize the incompetence ones -- are responsible for propagating incompetence within their ranks and for creating a reasonable, generalized suspicion of all cops among the public, as theres no way that I know of to call 911 and get only the competent ones to respond.
