According to an electronic search of the 2015 text of MS HB 1261, the word “scientific” appears ONE time, on line 415 (2015 TEXT OF MS HB 1261: billstatus.ls.state.ms.us/documents/2015/pdf/HB/1200-1299/HB1261IN.pdf ). Mississippi tax payers, animal lovers AND law enforcement should be irate with the sponsors of MS HB 1261 that allows CONTINUED, SUBJECTIVE decision making on the part of law enforcement by allowing them to kill dogs THEY believe to be pit bulls or dangerous animals. Unfortunately, it may also provide opportunities for certain law enforcement officers with domestic violence tendencies to carry out violent actions in the form of animal cruelty. See below for information regarding the link between animal cruelty and domestic violence and law enforcement officer involved domestic violence. Mississippi state lawmakers have introduced a first-of-its-kind bill that would, in part, allow police officers, WITHOUT A WARRANT, to enter any home where THEY BELIEVE AND HAVE NOT SCIENTIFICALLY PROVEN, a pit bull or other dangerous dog might be present and KILL THE ANIMALS IF TWO OF THREE FACTORS APPLY (see below). MS HB 1261 begs the question whether its sponsoring lawmakers have done adequate due diligence before expending time on preparing such dangerous legislation. See below for problems with visual breed identification and pit bull due diligence information. Under MS HB 1261, police may kill the animals if two of the following three factors apply: (1) The dogs are not under proper restraint when on the premises of its owner. (2) They arent wearing vaccination tags on their necks. (3) They are still running around after attempts to peacefully capture the dog have been made and proven unsuccessful. July 15, 2014: The Lexus Fund (thelexusproject.org/) founder, prominent NY animal law attorney, Richard Bruce Rosenthal, states in his Newsfront video piece: Our law does recognize that a dog has a right to be safe and to be secure in his roperty, said Rosenthal. When a police officer — or anyone, for that matter — trespasses, to then suggest that theyre justified in killing the dog because the dog was not all warm and cuddly and friendly really stretches the point. newsmax/Newsfront/police-dogs-killed-militarization/2014/07/15/id/582837/ PUT ANIMAL FRIENDLY LAWMAKERS IN OFFICE https://facebook/photo.php?fbid=10206509289517908&set=gm.909150605786427&type=1 PUPPYCIDE STATISTICS Based on the estimate of a US DOJ COPS Office staff member, a pet dog is killed by law enforcement on average every 48 to 56.6 minutes in the United States. Not anybody here.” And the fact of the matter is, it’s estimated six to seven incidents happen before they ever call the police. But if your abuser is the police, you’re going to call his or her agency to the home to investigate? And in today’s technology, a victim calls 911, well, guess what? Their statement’s right on the screen for every fellow officer and every friend of that officer to read, and to make a call and let him know what she just told the dispatcher and that people are responding.” blog.puppycidedb/police-do-not-hold-themselves-accountable-says-32-year-police-veteran/ SIGNIFICANT COSTS TO LAW ENFORCEMENT OFFICERS AND TAX PAYERS If Decency Won’t Stop Cops From Shooting Dogs, Maybe Lawsuits Will, Suggests Justice Department reason/blog/2014/08/11/if-decency-wont-stop-cops-from-shooting Tax payers not only pay the salaries of PUPPYCIDE-GUILTY officers, we pay for their professional liability insurance which pays settlements & judgements in PUPPYCIDE cases. Breed identification is next to impossible, especially in the case of mixed breed dogs (the majority of dogs in the U.S.). It often consists of a wild guess based on appearance, not DNA testing or any truly scientific method of identification. Journalists may record a dog’s breed based on statements from a victim, a neighbor, an animal control officer, a police officer, or a dog owner—none of whom may be experienced with breed identification. Journalists may also make a wild guess based on their own visual assessment of the dog. News media also tends to identify dogs as “pit bulls” even when they are not pit bulls. Corrections, if they are made, are usually obscure. Thus, breed-specific data from studies that rely on media sources to identify breeds must be considered non-scientific and unreliable.” stopbsl.org/fortherecord/scientific-studies/ WISE DECISION ON PART OF DENVER POST NEWS MEDIA - FALL 2014: According to this October 20, 2014 Aurora, Colorado Sentinel Newspaper article, Denver Post advertising officials required an advertiser to source its claims and to add “paid for by” required of political advertising in connection with an ad that stated “fact: pit bulls kill more humans and animals than all breeds combined.” aurorasentinel/news/pit-bull-ban-proponent-says-denver-paper-threatened-pull-political-ad-ban-critics-complained/ THE PIT BULL PLACEBO explains how function, myth, media, and the marginal elements in our society can combine to demonize a group of dogs, however precisely or vaguely defined, and to endanger our bond with all dogs. nationalcanineresearchcouncil/uploaded_files/publications/230603563_Pit%20Bull%20Placebo.pdf Dog Bite Injuries and Fatalities in the United States: 15 Years of Records Decoded.
