DA-RFO 8 heightens Uma-ahon Initiative for recovery and rehabilitation Created on Thursday, 20 November 2014 Published Date The Department of Agriculture Regional Field Office 8 (DA-RFO8), in partnership with other agencies, non-government organizations and LGUs, further strengthens the implementation of Uma-ahon Initiative by extending rehabilitation assistance to typhoon Yolanda affected farmers in the region. The Uma-ahon Initiative framework aims to restore the agriculture sector of Eastern Visayas by promoting priority commodities and providing support along the value chain including rural infrastructure, among others. The commodities are the potential crops that CAN BE PLANTED UNDER COCONUT TREES and in OPEN FIELDS, which require minimal production cost yet generate high returns given the existing great market demand. These include RICE, CORN, CASSAVA, GINGER, UBE, SWEET POTATO, VEGETABLES, MUNGBEAN, BANANA, CACAO, JACKFRUIT and PILI. The identification of priority commodities for Region 8 was based on four basic criteria. First, the crop must thrive in the region given its prevailing agro-climatic condition; second, the crop must be demand-driven; third, the crop must have an existing production base that would eventually lead to expansion of production; and lastly, there must be a well-organized farmers association that can be tapped to ensure the production and meet the required volume of the market. Meanwhile, DA-8 interventions for recovery and rehabilitation target a total of 85,300 hectares in the Yolanda-hit municipalities broken down into: coco-based (28,500 ha), rainfed rice areas (12,400 ha) and irrigated rice areas (44, 400 ha). For damaged coco-based farms, DA-RFO 8 recommends intercropping or crop-livestock integration through multiplier farms. For rainfed rice areas, relay cropping with either mungbeans, vegetables or corn will be promoted. For irrigated rice areas, rice-duck technologies will be introduced in 16 identified municipalities. The agency’s rehab and recovery plan clearly advocates the concept of maximizing area or utilization of land which will lead not only to the recovery of losses, but also to gaining higher income among farmers.
