DDB Budgam approves Annual Plan of Rs 110.05 cr for current fiscal Mir for optimum utilization of funds, resources BUDGAM, JUNE 13:- A meeting of District development Board, Budgam was held today in which an annual plan outlay of Rs.110.05 cr lakh for 2013-14 was approved comprising of Rs.43.63 crore as revenue and Rs.66.42 crore as capital component against last years’ annual plan of Rs.115.13 cr lakhs out of which an expenditure of 99.34% has been incurred. The meeting was chaired by the Chairman of District Development Board, Budgam and Minister for Agriculture, Ghulam Hassan Mir. Finance Minister Abdul Rahim Rather, Chairman of Gujjar Bakerwal Advisory Board, Bashir Ahmed Naaz, former Minister and Legislators Hakeem Mohammad Yaseen, Aga Syed Ruhullah, Javid Mustafa Mir, Dr. Shafi Ahmed Wani, Ali Mohammad Dar were also present. Various heads of the departments and all district level officers attended the meeting. Speaking on the occasion, the Minister directed the officers to work with more dedication and zeal and ensure the optimum utilization of resources for development of the district. He said that common people have very high expectations and it is not possible that all expectations will be fulfilled but at the same time whatever we do should be visible on the ground. He said that during last four years, the coalition government did its best on developmental and welfare fronts by launching numerous ambitious and people friendly programmes but there is always room for improvement and much more efforts need to be put in future. Taking serious note on the poor performance of PDD for not-utilizing CDF, released by the legislator for augmentation of power distribution network of his constituency, Mr Mir warned the concerned officer to be vigilant in future in execution of work assigned to him. Saying that “timely and judicious use of funds is the key for the successful implementation of developmental programmes”, the Minister asked the concerned authorities to strive for coming at par with other states of the country in respect of providing hassle free basic amenities to the people and serve the humanity with dedication and zeal He that the government is committed to fulfill the aspirations of the people by completing the developmental projects within the prescribed time frame. In order to minimize the shortage of teaching staff in educational institutions of the district, the Minister gave on-the-spot direction to Chief Education Officer to fill all the vacant posts under Rehbre-e–Taleem scheme. He directed all the Heads of Departments to resolve the issues raised by the legislators during the Board meeting. He also directed the Deputy Commissioner to personally monitor all the works under execution regularly so that their completion is assured within stipulated time. In response to the demands put-forth by the legislators which include upgradation of electric transformers in various areas, filling the vacant posts of masters in various primary schools, the Chairman directed the concerned officers to fulfill their demands in a phased manner. A proposal of constructing 0.75 km bye-pass (Ompora-Karipora ) was also brought forward by legislators who stressed on the need to decongest the Budgam chowk and district headquarter as well. Apprising the meeting about the achievements registered during last fiscal, DDC, Budgam Khurshid Ahmed Shah informed the board that R&B department has booked hundred percent expenditure to the tune of Rs 18.74 crore on macadamization of roads, construction of bridges and culverts. Under MGNREGA, Rs 39.59 crore were spent on completing 2,914 works in the district similarly an amount of Rs 633 lakhs was spent on constructing of 1497 new dwelling units and upgrading 431 houses. Highlighting the achievements of the district, DDC boasted of flourishing pisciculture which generated 200 quintals of carp fish this year from some 63 carp and trout units established in the district. A new building for the department of employment, a revenue complex, new DC office were the major assets generated this year and highlighted in the meeting by DDC, so was the need of reviving untied and innovative funds for DC.
