ACTION: Notice of Adviso ry Committee Meeting. SUMMARY: Under the provisions of the Federal Advisory Committee Act (FACA) of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. § 552b, as amended), and 41 CFR § 102-3.150, the Department of Defense (DoD) announces that the following Federal advisory committee meeting of the National Commission on the Structure of the Air Force (“the Commission”) will take place. DATES: Date of Open Meeting, including Hearing and Commission Discussion : Tuesday, July 30, 2013, from 1:00 p.m. to 5:00 p.m. Registration will begin at 12:30 p.m. ADDRESSES: The Ohio Statehouse is located at: 1 Capitol Square, North Hearing Room, (Located on the 2 nd Floor of the Senate Building), Co lumbus, Ohio, 43215. SUPPLEMENTARY INFORMATION: Purpose of Meeting: The members of the Commission w ill hear testimony from individual witnesses and then will discuss the in formation presented at the hearings. 2 Agenda: On July 29, 2013 and July 31, 2013, a subset of memb ers from the Commission will tour Wright- Patterson Air Force Base and Ohio Air Nationa l Guard Wings at Rickenbacker Air National Guard Base, Springfield Air National Guard Ba se, and Mansfield Lahm Air National Guard Base. The hearing and meeting on July 30, 2013 includes representatives from the Ohio Governor’s office and local U.S. Air Force and Ohio Nationa l Guard leadership who have been asked to testify and address the evalua tion factors under cons ideration by the Commission for a U.S. Air Force structure that—(a) meets current and anticipated requirements of the combatant commands; (b) achieves an appropriate balance be tween the regular and reserve components of the Air Force, taking advantage of the unique stre ngths and capabilities of each; (c) ensures that the regular and reserve components of the Air Force have the capac ity needed to support current and anticipated homeland defense and disaster assistance missions in the United States; (d) provides for sufficient numbers of regular members of the Air Force to provide a base of trained personnel from which the personnel of the rese rve components of the Air Force could be recruited; (e) maintains a peace time rotation force to support opera tional tempo goals of 1:2 for regular members of the Air Forces and 1:5 for members of the reserve components of the Air Force; and (f) maximizes and appropriately bala nces affordability, efficiency, effectiveness, capability, and readiness. Individual Commissione rs will also report thei r activities, information collection, and analyses to the full Commission. Meeting Notification: Due to difficulties finalizing th e meeting agenda for the National Commission on the Structure of the Air Force’s meeting of July 30, 2013, the requirements of 41 CFR § 102-3.150(a) were not met. Accordingly, the Advisory Committee Management Officer 3 for the Department of Defense, pursuant to 41 CFR § 102-3.150(b), waives the 15-calendar day notification requirement. Meeting Accessibility: Pursuant to 5 U.S.C. 552b, as amended, and 41 CFR 102-3.140 through 102-3.165, and the availability of sp ace, the meeting is open to the public. The building is fully handicap accessible. Several public parking f acilities are nearby. Written Comments: Pursuant to 41 CFR 102- 3.105(j) and 102-3.140 and se ction 10(a)(3) of the FACA, the public or interested organizations may submit written comments to the Commission in response to the stated agenda of th e open meeting or the Commission’s mission. The Designated Federal Officer (D FO) will review all submitted written statements. Written comments should be submitted to Mrs. Marcia Moor e, DFO, via facsimile or electronic mail, the preferred modes of submission. Oral Comments : In addition to written statements, one hour will be reserved for individuals or interested groups to address the Commission on Ju ly 30, 2013. Interested oral commenters must summarize their oral statement in writing and subm it with their registration. The Commission’s staff will assign time to oral commenters at the meeting, for no more than 5 minutes each. While requests to make an oral presentation to th e Commission will be honored on a first come, first served basis, other opportunities for oral comments will be provided at future meetings.
