DINE is NOT applauding this law....it limits chaining to 12 hours in a 24 hour period....Okay, so first...as Brian Shapiro, NYS Director of the Humane Society says, “Tethering is a cruel practice and dogs chained for long periods of time can become neurotic, unhappy, anxious and often aggressive,” So 12 hours isnt a long period? And where is the oversight? How does anyone know how long a dog has been tethered? This is one of those laws that was put on the books to placate animal activists but does nothing for chained dogs. Look at all those smiling faces inside in a nice warm cozy building....while dogs sit out in the cold, on heavy chains...for 12 hours!! I could write a book on why this is a BAD law! There are currently at least 5 counties in Florida that do it right.....you cant chain your dog unless you are right there with him/her....in other words, (eg.) you can tether your dog while you do your gardening.
