DIRECTORATE : MANAGEMENT ACCOUNTING SUB-DIRECTORATE : BUDGET CONTROL POST : DEPUTY DIRECTOR: BUDGET CONTROL BRANCH : FINANCE BRANCH REF NO : REF- 00496 SALARY : R495 603 per annum (all inclusive package) CENTRE : Johannesburg (Head Office) REQUIREMENTS : A relevant degree or diploma in Accounting/ Economics/ Public Finance and any other finance related field. 3-5 years experience (at least 2 of which must be at managerial level) in the management of the budget process and reporting; procurement policies and procedures; administrative and organizational skills; and labour prescripts. Sound understanding of basic accounting principles, sound knowledge and understanding of the PFMA. Ability to conduct financial analysis, prepare reports and financial proposals related to the department’s strategic and operational plans, strong analytical skills, good interpersonal relations, ability to work effectively with officials across all levels within the Department. Strong computer skills, especially Excel, Word and the specific management accounting system in the Province/Department. Organise multiple and complex tasks. The ability to analyse figures and provide financial solutions to the department. Strong managerial skills, ability to manage a team of people. Strong attention to detail. Communication skills (writing, verbal and reading). DUTIES : Update and capture departmental budgets and forecasts on the system. Check and clear misallocations on the system. Develop and implement a system to prevent unauthorised expenditure and/or overspending of the vote. Prepare information for Budget shifts for the Budget Planning sub-directorate to implement. Ensure SCM’s compliance requirements for activation and implementation of approved tenders. Develop and implement a system for capturing, monitoring, analysing, researching and reporting on finance and economic activities. Develop and update costing structure on BAS and any applicable system. Analyse the BAS expenditure report in relation to all items. Provide training to personnel in the department. Rollout and enhancement of internal user-friendly budget and reporting system. Verify availability of budget and expenditure allocations against payment advice and journals. Manage cashflow projections. Ensure compliance to relevant applicable legislation – PFMA/Treasury Regulations NOTES : Candidates may be required to write a test on the post requirements as part of the short-listing process. .
