DIRECTORATE : MANAGEMENT ACCOUNTING SUB-DIRECTORATE : BUDGET PLANNING POST : DEPUTY DIRECTOR: BUDGET PLANNING & FINANCIAL REPORTING BRANCH : FINANCE BRANCH REF NO : REF- 00497 SALARY : R495 603 per annum (all inclusive package) CENTRE : Johannesburg (Head Office) REQUIREMENTS : A relevant degree or diploma in Accounting/ Economics/ Public Finance and any other finance related field. 3-5 years experience (at least 2 of which must be at managerial level) in the management of the budget process and reporting; procurement policies and procedures; administrative and organizational skills; and labour prescripts. Sound understanding of basic accounting principles, sound knowledge and understanding of the PFMA. Ability to conduct financial analysis, prepare reports and financial proposals related to the department’s strategic and operational plans, strong analytical skills, good interpersonal relations, ability to work effectively with officials across all levels within the Department. Strong computer skills, especially Excel, Word and the specific management accounting system in the Province/Department. Organise multiple and complex tasks. The ability to analyse figures and provide financial solutions to the department. Strong managerial skills, ability to manage a team of people. Strong attention to detail. Communication skills (writing, verbal and reading). DUTIES : Plan and manage the annual budget process in accordance with both National and Provincial framework. Develop Focus Plans and a Management Accounting Calendar for the Department. Perform the following activities for both the main and adjusted budget: The rendering of budget process advise; Prepare budget and briefing presentations and workshops; Allocate the financial resources to competing priorities; Communicate the allocated budget to all stakeholders within the Department at different intervals; Co-ordinate oversee and manage budget compilation in line with the PFMA/Treasury Regulations and Treasury Guidelines; Ensure alignment between the Annual Performance Plan (APP) and the Departmental budget; Confirm that the department’s budget and programmes on the system are in line with Budget Statement; Provide expenditure projections after the tabling of the budget, in terms of Section 40 of the PFMA. Formulate and implement a costing methodology approach for the Department, including but not limited to activity based costing etc. Manage the preparation of the following expenditure reports: Monthly expenditure report (both programmes and infrastructure) for the different units within the Department and for Departmental Executive Committees; Monthly revenue and expenditure reports for external stakeholders; Manage the preparation of the appropriation statement for inclusion in the Annual Financial Statements (AFS). The rendering of advice on expenditure and revenue management. Co-ordination of inputs to monthly/quarterly financial and non–financial information. Research and analyse in-year expenditure and revenue trends. Co-ordinate monthly/quarterly Budget Committee Meetings. Monitor the compliance issues in line with the PFMA, Treasury Regulations, and Divisions of Revenue Act. Ensure that the Department has and maintains an efficient and effective system of budget, cash flow management and expenditure reporting.
